Dear Malcolm,
Thank you for your letter received 2 april 2014 regarding the cost of internet services and your claims for ownership of the timing system used in internet browsers and associated software.
Your concerns about internet pricing have been noted. I can assure you that the Government is working to ensure that New Zealanders are able to access high quality internet services at a fair price. We have been working on a review of the telecommunications regulations framework. The objective is to balance lower prices with the long term benefits associated with investment in new technology that supports broadband of greater speed and capacity.
I accept that some people may not need faster broadband services at this time. However, internet usage patterns are expected to change significantly. Infrastructure investment such as new broadband technology must look at the long term needs of the wider population, where broadband demand is growing. If we don't make this investment now at a 'whole of network' level, it is unlikely that the necessary broadband infrastructure will be in place when there is widespread need for this type of internet service. I regularly receive letters from people around the country wanting to know when they will be able to access Ultra Fast Broadband, both for business purposes and personal use.
It is difficult for me to comment on the issues you raise in relation to your claim to own the intellectual property of the timing system used in internet browsers and associated software. As you note, it would seem that only a determination by the relevant court could establish the ownership of the timing system. Your letter notes that you have plans to pursue your claim and I can only wish you luck in your endeavours.
Thank you for taking the time to write.
Yours sincerely

Minister for Communications and Information Technology
